Freedom Park

Freedom Park is a Mecklenburg County park, so the county’s rules are the park’s rules. The Parks & Recreation Facilities Ordinance makes it unlawful “to have pets in the areas of County parks where pets are expressly prohibited,” which leaves dogs allowed everywhere else on the grounds. Leashed. The county animal ordinance requires physical restraint anywhere off your own property, and Park and Recreation’s trail rules put a number on it: six feet or shorter, dog kept to the right of the path.

Off-leash is not legal here. The county’s designated dog parks are the only off-leash ground in Mecklenburg County, and Freedom Park isn’t one of them. Closest is Frazier Park’s 1.3-acre dog park at 1201 West Fourth Street Extension, split into large- and small-dog sections, open 7:30 a.m. to sunset.

Two places inside the park where dogs don’t go. The Mahlon Adams Indoor Pavilion at 2435 Cumberland Avenue posts “No pets allowed except for trained service animals.” And the water: Section 11 of the parks ordinance bars bathing dogs in “the streams, lakes, or other water features of any park.” The county’s trail rules also keep animals out of playgrounds and athletic field areas.

The pond has a dredge in it. The county placed it on February 27, 2026, and hydraulic dredging has run since, with the park open throughout, intermittent trail closures announced on the south and west sides of the water, and periodic closures of the Whittington Field lot on Princeton Avenue. Completion was targeted for summer 2026. The county’s project page hasn’t posted an update since February.

The park sits off East Boulevard between Dilworth and Myers Park. Little Sugar Creek Greenway’s Liz Hair Trail segment runs down from East Morehead Street to East Boulevard, and the greenway leash rule is the same six feet.

One weekend a year the park is closed to dogs outright. Festival in the Park runs September 25–27, 2026, and the festival’s pet policy is blunt: dogs are not allowed in the park area during the event, per city ordinance, with police and Animal Control issuing citations to violators.

Water bowls and drinking fountains for dogs: the county doesn’t publish anything about them one way or the other.
